Thank you for your interest in applying for programmatic funding or report language in the Fiscal Year 2026 (FY26) appropriations bills through Senator Blunt Rochester’s office.

To submit an application, you must create an account through the OAM platform. Once you create an account for your organization, you may submit multiple requests, but you must submit a separate form for each request your organization intends to make. Once you begin your request, you will be able to save and return to it at a later time. However, please note that only completed submissions will be considered.

Senator Blunt Rochester and Senator Coons Congressionally Directed Spending (CDS) Form

Hello and welcome to Senator Coons’ and Senator Lisa Blunt Rochester’s application for Congressionally Directed Spending (CDS) for Fiscal Year 2026. The CDS process allows the federal delegation to direct federal funds to key projects in Delaware. The CDS process was started in 2021 and these projects support our state’s nonprofits, the construction of new affordable housing, expanding health care services, and investing in workforce development programs.

In order to submit an application, you must create an account through the OAM platform. Once you create an account for your organization, you may submit multiple funding requests. Your application name should be the title of your project. Please follow all application instructions, including instructions for required documentation. If you have any issues or have any questions on the application, please reach out to appropriations_coons@coons.senate.gov or appropriations@bluntrochester.senate.gov.
